The entire top administrative cadre of the BMC — including deputy municipal commissioners (DMC) and assistant commissioners (AC) — has raised concerns over the continued tenure of a top civic official post-retirement, belonging to the office of the municipal commissioner, Bhushan Gagrani.
Despite retirement, the official now serving as an Officer on Special Deputation (OSD) continues to hold his post in the civic chief’s office. Civic officials have demanded the immediate filling of the “vacant” post in Gagrani’s office. Chandrashekhar Chore, the deputy municipal commissioner to the municipal commissioner, currently holds the office. Chore retired in December 2024 and has been granted an extension.
On November 11, at least 20 assistant commissioners wrote a letter to Gagrani (a copy of which is with mid-day), that reads, “Keeping the post of a regular officer vacant and appointing a parallel officer there is unfair and will hinder the promotion, length of service, experience, selection grade, pay scale, etc. of the officers in the cadre.”
Earlier on November 4, at least a dozen senior officials from the ranks of deputy municipal commissioners wrote to Gagrani demanding urgent filling of the vacancy, citing that the ‘vacancy’ has not been filled from the cadre of joint municipal commissioners/deputy municipal commissioners. The letter further states that this has created a “sense of injustice among the cadre” and a “strong sense of resentment”.
“Today, many officers are eligible. They also have experience for the said post. One of them is expected to get an opportunity,” reads the letter. The issue has garnered political attention as well, ahead of the upcoming BMC elections.
