Maharashtra EC announces dates for civic polls, here`s all you need to know

Elections in 246 municipal councils and 42 nagar panchayats across Maharashtra are scheduled to take place on December 2, with counting of votes set for December 3, Maharashtra State Election Commissioner Dinesh Waghmare announced on Tuesday.

Addressing a press conference in Mumbai, Waghmare did not announce the election schedule for 29 municipal corporations, 32 zilla parishads, and 336 panchayat samitis, where polls are also due.

Polling will be conducted using electronic voting machines (EVMs) to elect 6,859 members and 288 presidents across the 246 municipal councils and 42 nagar panchayats on December 2, with votes counted on December 3. With the announcement of the poll schedule, the model code of conduct has come into effect in the respective municipal councils and nagar panchayats.

The total number of eligible voters stands at 1.7 crore, comprising 53,79,931 men, 53,22,870 women, and 775 others. Polling will be conducted across 13,355 polling centres, covering 3,820 wards.

Of the 6,859 seats to be filled, 3,492 are reserved for women, 895 for Scheduled Castes, 338 for Scheduled Tribes, and 1,821 for Other Backward Classes (OBCs).

Waghmare also highlighted that the State Election Commission has launched a dedicated website, mahasecelec.in, for online submission of nomination forms and affidavits. Another portal, mahasecvoterlist.in, allows voters to verify their names and polling stations.

A total of 13,726 EVM control units and 27,452 ballot units have been arranged to facilitate smooth conduct of the polls.

Voting for 288 posts (246 Municipal Councils and 42 Nagar Panchayats) will take place on 2 December 2025.

Counting of votes will be held on December 3, 2025.

Nomination process:

Submission of nomination forms starts on 10 November 2025 and ends on 17 November 2025.

Scrutiny of nomination forms will occur on 18 November 2025.

Withdrawal of nominations without appeal: by 21 November 2025.

Withdrawal of nominations with appeal: by 25 November 2025.

Voting timings:

Polling will be held from 7:30 am to 5:30 pm.

Counting of votes will begin at 10:00 am on December 3, 2025.

Election Details:

Out of 247 Municipal Councils, elections are being held for 246.

Among these, 10 are newly formed Municipal Councils, while 236 have completed their term.

Elections for one Municipal Council (Patur, Akola) are delayed due to legal issues.

Out of 147 Nagar Panchayats, elections are being held for 42; 15 are newly formed, 27 have completed their term, and 105 have not yet completed their term.

Voting system:

Municipal Councils generally have multi-member wards, usually two seats per ward; larger Councils may have three seats per ward.

Direct elections are held for the Chairperson; a voter may typically cast 3-4 votes.

Nagar Panchayat elections are single-member; voters generally cast two votes: one for the member and one for the Chairperson.

Nomination portal:

Candidates can submit nomination forms and affidavits online at https://mahasecelec.in.

A candidate can submit up to four nomination forms per ward.

Electoral Strength and EVMs:

Total electorate: 1,07,03,576 voters.

Approximately 13,355 polling stations with sufficient Electronic Voting Machines (EVMs) and 13,726 control units and 27,452 ballot units are arranged.

Voter Information:

Voters can check their names and polling stations at https://mahasecvoterlist.in.

A mobile app is also available for voters to verify their details and access candidate information, including criminal, educational, and financial background.

Polling station arrangements:

Priority will be given to senior citizens, pregnant women, and persons with disabilities.

Adequate facilities including ramps, chairs, water, shade, toilets, and medical assistance will be arranged.

Mobile phones are prohibited inside polling stations, with provision for collection outside.

Election staff:

288 Returning Officers and 288 Assistant Returning Officers appointed.

Around 66,775 polling staff will be deployed.

Model Code of Conduct:

The Model Code of Conduct will be effective from November 4 in the respective Municipal Council and Nagar Panchayat areas.

No government announcements or actions influencing voters are permitted in these areas during this period.

Major constituencies:

Palghar: Dahanu, Jawhar, Palghar, Wada (Nagar Panchayat)

Raigad: Aslambag, Khopoli, Mahad, Pen, Roha, Shrivardhan, Uran (Nagar Panchayat)

Pune: Alandi, Baramati, Bhore, Chakan, Daund, Uruli Devachi, Jejuri, etc.
